Do Greens and crossbenchers who claim that transparency and integrity is at the heart of their reason for entering Parliament in the first place hear themselves? In the past few days they have mounted self-serving arguments against proposed electoral reforms that the major parties look set to come together to support. The reforms include caps for how much money wealthy individuals can donate, caps on the amount candidates can spend in individual electorates to prevent the equivalent of an arms race, and a $90million limit on what any party can spend at an election - actually less than the major parties currently spend. The proposed new laws also include lower disclosure thresholds for donations, thus increasing the transparency of who makes political donations in the first place. So the wealthy wont be able to hide behind anonymity while using their cash to influence election outcomes - and the extent to which they can use their wealth at all will be limited. The bill will further improve transparency by also increasing the speed and frequency that disclosures of donations need to be made. At present we have the absurd situation in which donations get made - but you only find out the details of who has given what to whom many months later, well after elections are won and lost. In other words, what is broadly being proposed will result in much greater transparency and far less big money being injected into campaigning by the wealthy. Teal Kylea Tink claimed the major parties were 'running scared' with the policy and warned the reform would 'not stop the rot'  Greens senate leader Larissa Waters (left) fired a warning shot - saying if it serves only the major parties 'it's a rort, not reform'. Teal independent ACT senator David Pocock (right) said: 'What seems to be happening is a major-party stitch-up' Anyone donating more than $1,000 to a political party, as opposed to $16,000 under the current rules, will need to disclose having done so. And how much they can donate will be capped. Yet the Greens and Teals have quickly condemned the proposed new laws, labeling them a 'stitch-up', 'outrageous' and 'a rort, not a reform'.  They have lost their collective minds after finding out that Labor's proposal just might secure the support of the opposition. I had to double check who was criticising what exactly before even starting to write this column. Because I had assumed - incorrectly - that these important transparency measures stamping out the influence of the wealthy must have been proposed by the virtue-signalling Greens or the corruption-fighting Teals, in a united crossbench effort to drag the major parties closer to accountability. More fool me. The bill, designed to clean up a rotten system, is being put forward by Labor and is opposed by a growing cabal of crossbenchers. It makes you wonder what they have to hide. Put simply, the Greens and Teals doth protest too much on this issue. Labor is thought to be trying to muscle out major political donors such as Clive Palmer Another potential target of the laws is businessman and Teal funder Simon Holmes à Court The Greens have taken massive donations in the past, contrary to their irregular calls to tighten donations rules (Greens leader Adam Bandt and Senator Mehreen Faruqi are pictured) The major parties have long complained about the influence the likes of Simon Holmes à Court wields behind the scenes amongst the Teals.  And we know the Greens have taken massive donations from the wealthy in the past, contrary to their irregular calls to tighten donations rules. Now that tangible change has been proposed, these bastions of virtue are running a mile from reforms that will curtail dark art of political donations. The Labor government isn't even seeking for these transparency rules to take effect immediately, by the way. It won't be some sort of quick-paced power play before the next election designed to catch the crossbench out. They are aiming for implementation by 2026, giving everyone enough time to absorb and understand the changes before preparing for them. Don't get me wrong, no deal has yet been done between Labor and the Coalition. I imagine the opposition want to go over the laws with a fine tooth comb. As they should - because it certainly isn't beyond Labor to include hidden one-party advantages in the proposed design which would create loopholes only the unions are capable of taking advantage of, therefore disadvantaging the Coalition electorally in the years to come. But short of such baked-in trickiness scuttling a deal to get these proposed laws implemented, the crossbench should offer their support, not cynical opposition, to what is being advocated for. They might even be able to offer something worthwhile that could be incorporated in the package. To not do so exposes their utter hypocrisy and blowhard false commentary about being in politics to 'clean things up'.

SHANGHAI, Oct 9 (Reuters) - China's yuan held steady against the U.S. dollar on Wednesday, as investors awaited more stimulus from the world's second-largest economy and the Federal Reserve's September meeting minutes due later in the day to gauge its policy path. The dollar held steady, giving some relief to the yuan after a sharp rally to a seven-week high last week. Spot yuan opened at 7.0650 per dollar and was last trading 12 pips lower than the previous late session close at 7.066. Prior to the market opening, the People's Bank of China (PBOC) set the midpoint rate, around which the yuan is allowed to trade in a 2% band, at 7.0568 per dollar, only 3 pips weaker than a Reuters' estimate. China's blue-chip CSI300 index dropped for the first time since Sept. 13, poised to snapping a 10-day winning streak, after officials on Tuesday failed to offer much new on stimulus plans to revive the economy. The yuan is down 0.7% against the dollar so far this month, due to broad dollar strength, but the currency has 0.5% firmed for the year-to-date. China equities' recent rally has raised the bar for an upside surprise from expected fiscal stimulus news, said UBS strategists led by Rohit Arora, adding that the offshore yuan's near-term risk reward is unattractive. "Historically, fizzling of China equities' spurts acted as a bigger drag on CNH vis-à-vis the tailwinds from equities' surge," the strategists said. Nevertheless, market participants are still awaiting additional stimulus measures that could help further lift China asset sentiment. Citi FX traders think the offshore yuan could trade well if local equities remain supported, similar to what happened in Nov. 2022 - Jan. 2023, according to the bank's note to clients. The offshore yuan traded at 7.0682 yuan per dollar, up about 0.09% in Asian trade. The dollar's six-currency index was 0.039% higher at 102.53. ANGELA HARTNETT'S BEEF & VEAL MEATBALLS Meatballs are super-quick to make for a weeknight supper and there are many ways to serve them (see tip). The veal in these gives a lightness to the result, but you can swap it out for all beef, or flavourful pork mince. This is a good way to use up any day-old bread hanging around. The recipe is easy to double up on and freeze so you have a meal for an emergency. SERVES 4 4 tbsp olive oil, plus extra for the onion 1 onion, finely chopped 2 garlic cloves, chopped 400g tin chopped tomatoes 200g white bread (day old, if possible) whole milk (enough to soak the bread) 500g beef mince 250g English veal mince 2 tbsp finely grated parmesan, plus extra to serve 4 anchovies, finely chopped 2 tbsp chopped flat-leaf parsley salt and freshly ground black pepper 350g dried spaghetti, to serve (optional; see tip) 1 First make a tomato sauce. In a saucepan, heat a dash of olive oil over a medium heat, then add half the chopped onion and half the garlic, then sauté for 10 minutes to soften. Add the tomatoes and when the liquid starts to bubble, reduce to a simmer and leave to cook, stirring occasionally (about 20 minutes, to create a thick sauce), while you make the meatballs. 2 In a bowl, soak the bread in the milk until soft. In another bowl, mix the beef, veal, parmesan, anchovies, half the parsley and the rest of the onions and garlic. Then add the soaked bread, lightly squeezing any excess milk from it first. Mix well and season with salt and pepper. Mould the mixture into 12-14 meatballs. 3 Put the 4 tablespoons of olive oil in a large frying pan over a medium heat. When hot, add the meatballs, turning (for about 5 minutes) to ensure they colour all over. If necessary, cook in batches so they are not all squashed together, setting each batch aside on a plate while you cook the remainder. 4 To finish, remove the meatballs from the pan and set aside. Pour the tomato sauce into the frying pan over a medium heat. Put the meatballs back into the pan for a further 4-5 minutes to cook through. Sprinkle with the remaining parsley before serving. TIP You can serve the meatballs as they come, or on top of spaghetti. If you would prefer the latter, cook the pasta according to the packet instructions until al dente. Drain it in a colander, reserving a cupful of the cooking water to loosen the meatball sauce if necessary, and then transfer it back to the pan and toss it with a little olive oil and butter. Put the spaghetti on a serving plate and top with the meatballs and sauce. Finish with a drizzle of olive oil and a sprinkle of parmesan.

There is something reassuringly robust about The Punch Bowl Inn. Not just in the old-fashioned bar, where the Wainwright Gold is well kept and a huge leather sofa sits before a blazing wood burner; or in the dining room, solid and comfortable, with its old beams, well-trodden wooden floors and tables unadorned with cloths; it's in the menu, too, mainly British with a Gallic burr, that makes full use of the magnificent local Lake District larder. Stornoway black pudding with crispy egg and bubble and squeak: ‘pure Cumbrian comfort by way of Lewis', is Tom's verdict We're here with Peter Gott, that great Cumbrian hero, and the man behind Sillfield Farm, who has invited me up to cook at the Westmorland County Show; also chef Phil Vickery, who certainty knows his alliums; and the force of nature that is Lorraine Stanton, something of a legend around these parts. But first dinner, and a sublime twice-baked Mrs Kirkham's cheese soufflé, the texture as light as a sigh, the flavour profoundly, lasciviously rich. Mrs Kirkham's, now made by her son Graham, is one of the world's great cheeses, and this is a soufflé of quiet majesty. A mushroom soup is equally splendid, managing to be both light and gutsy, while Stornoway black pudding with bubble and squeak and a deep-fried egg is pure Cumbrian comfort by way of Lewis. There's a fundamental generosity here, matched by assured technical precision. Duck à l'orange sees a plump breast cooked rare, the skin crisp, the sauce just the right side of bitter. It comes with a fat potato fondant and cabbage spiked with shards of smoked bacon. I eat rump of lamb, four vast just-pink slices, drenched in the stickiest, most gloriously intense of gravies; by its side, a tiny shepherd's pie, one bite of pure ovine brilliance. Puddings are every bit as fine: a lemon tart, beautifully sharp, with damson sorbet (this part of the Lake District is famed for its damsons); along with a banana soufflé, this time the classic version but ethereal, served with vanilla ice cream and a pot of sticky-toffee sauce to pour deep into its molten centre. This is good old-fashioned food, immaculately done, in the sort of pub designed for lingering. It's getting late now, and we've an early start. But first, another bottle of wine. The Joker's real identity was revealed in Folie à Deux's 'brutal ending' - and it's not who you think.  Identity confusion is the theme throughout the entire film, as the title suggests, but the ending of the second instalment may leave some fans surprised.  Following on from 2019's psychological thriller from director Todd Phillips, Joaquin Phoenix reprises his role as clown Arthur Fleck who has descended into mental illness.  Folie à Deux begins with Arthur behind bars in Arkham Asylum, waiting to see whether he will be judged sane enough to stand trial for the murders he committed two years prior.    In the meantime he is enjoying his celebrity status with fellow prisoners and even the warders, one of whom, a sadistic Irishman played by Brendan Gleeson, feeds him cigarettes in return for jokes. Hamas' leader Yahya Sinwar could have given an order to execute all the hostages who remain in Gaza if he died, a top Israeli negotiator has claimed.  Sinwar died on Wednesday after the IDF encountered him by chance, sending a drone to kill the terror leader.  Gershon Baskin, the Israeli negotiator who oversaw Sinwar's 2011 release from an Israeli prison, along with 1,026 Palestinian prisoners, in exchange for the return of kidnapped soldier Gilad Shilat, said that his death was a 'moment of either opportunity or a moment of doom.'
